The minister was accused of having assaulted and snatched cameras from a Sirasa TV crew at an official function early this month at Paliyagoada.
Colombo Additional Magistrate Manjula Tilakaratne ordered the IGP to arrest the suspects and produce them before the court.
Dr Mervyn Silva was granted Rs. 50,000 surety and a Rs. 500,000 cash bail with a warning not to interfere with investigations.
